What years will my On-lot Septic District Pumping cycle be?
Township Code requires that you have your septic tank pumped every three years. Each Pumping District is on a different three-year cycle; i.e. District #1 (2016, 2019). District #2 (2017, 2020).  2017 APPROVED HAULERS Updated 7-31-17

What On-lot Septic District is my property in?

I recently had my tank pumped (purchased property or regular maintenance). Do I need to have it pumped again?
No. You will be given a waiver for pumping if you can show proof (cancelled check, receipt, etc.) that your septic tank has been pumped.

I have an abandoned house (and system). Do I have to pump it?
Yes. We recommend that the septic tank be crushed so that you will not need to pump the next cycle.

I just installed a new (or repaired an existing) septic system which had the tank pumped. Do I have to pump again?
No. You will be given a waiver for pumping if you can show proof (permit, cancelled check, receipt, etc.) that your septic tank has been pumped.

My system is only used part time during the year. Do I have to pump it?
Yes. The Department of Environmental Protection (DEP) does not recognize part-time use of a septic system.

I am the only one living at the house. Do I have to have my tank pumped?
Yes. The number of people living at the house does not affect when you need to have your tank pumped.

Do I pump every three years? Or do I have to follow the township’s scheduled year?
You need to follow the township’s schedule.

I have a holding tank (or outhouse or cesspool, etc.). Do I have to pump it?
Yes. Any septic system within Liberty Township is required to be pumped.

I have vacant land (no buildings or septic systems). What do I do?
You need to complete an excusal form, available from the Township Office. On this form you will need to describe the property, confirm that no systems are present, and return it to the Township Office. You will receive a waiver for the cycle.

Planning/Permits

What is the deadline for submission of plans?
Plans must be submitted 10 days prior to the Planning Commission meeting.

How much does a Land Use Permit cost?
Please refer to this fee schedule.

Do I need a Land Use Permit to install a fence around my property?
The township does require a permit. For more information, contact the Township Zoning Officer at (717) 642-6104.

Do I need a permit for a yard or garage sale?
No permit is required at this time. We would, however, ask that you consider the safety of people parked along the road when choosing the location of the yard sale.

When do I need permits from the township?
Permits are required for, but not limited to, the following: Residential and Commercial Construction, Signs, Sewage, Swimming Pool Construction, Garages, Storage Sheds, Covered Porches, Decks, Outbuildings, Driveways, Peddlers. If you are contemplating any new project and are unsure of the requirements or whether a permit is required, contact the Township Office at (717) 642-6104 or Land and Sea Services (717) 677-7356. For the welfare of the community, we urge all residents to comply with these regulations.

Where can I find information on the township ordinances?
All township ordinances are available for review or purchase at the Township Office (39 Topper Road) during normal business hours (Monday through Thursday, 8 a.m. to 4 p.m.; and Friday, 8 a.m. to 2 p.m. This information is also available on the Township Ordinances page of this website.

What do I need to do to get on the agenda of a Board of Supervisors meeting?
All requests to be on the agenda of a Board of Supervisors meeting must arrive at the Township Office 10 days prior to the meeting date.

What is the process for paying Earned Income Taxes (EIT)?
As of the 2011 tax year, the Liberty Township Board of Supervisors has appointed the York Adams Tax Bureau (YATB) as the collector for the Liberty Township Earned Income Tax. This means that since the first quarter of 2011, employers file all of the earned income tax withheld from employees with YATB.
